Rev limiter strategy
Hardcut and softcut describe different intervention behaviour, not a power upgrade. The appropriate limit and control method depend on engine mechanics, combustion, turbocharger speed, catalyst temperature and transmission strategy.

A limit is a protection boundary
OEM speed limits are coordinated with valvetrain capability, oiling, turbocharger operation, emissions and drivetrain control. Moving the boundary does not make those systems capable of additional speed.
Intervention method matters
Fuel, ignition and throttle interventions create different combustion and thermal consequences. A conspicuous exhaust sound is not evidence of a better strategy.
Use a defensible target
Document the engine build, turbocharger, valve train, gearbox and intended environment. Preserve protection functions and validate that the requested limit is mechanically supported.

Does a higher rev limit create more power?+
Not by itself. Power depends on torque at speed, airflow and mechanical capability. Extending the range can add risk without adding useful output.
