Requested and measured boost
A target is not proof of delivered airflow. Turbo speed, compressor efficiency, charge temperature, wastegate or vane control, intake restriction and exhaust backpressure affect the result.
More pressure is not automatically more power
The engine must also supply suitable fuel, ignition or injection timing, cooling and component protection. Excess pressure outside the compressor's efficient range can add heat and mechanical stress.
